ABSTRACT: An increasing number of disasters are frequently reported with huge loss of life and
assets, both on the surface and underground in mega cities. However, there is still not a working
3D GIS-based vehicle emergency routing algorithm with due emphasis on the third dimension
and the effective and comprehensive use of dynamic emergency information. In this paper, a
multidimensional and dynamic vehicle emergency routing algorithm is proposed. The algorithm
is based on the functional requirement analysis of 3D vehicle emergency routing. To integrate
multidimensional and dynamic information into the algorithm visually, effectively and comprehensively,
this paper discusses the construction of 3D dynamic road networks, as well as the
corresponding network optimization and multi-criteria evaluation methods in a 3D GIS environment.
The proposed algorithm and its applications to 3D emergency routing/navigation have been
implemented inVGEGIS? software, and the advantages of 3D GIS-based algorithm over traditional
algorithm are also discussed through experimental results.
